I'd like to talk about the non-consensual testing and deployment of neuro-electromagnetic weapons, other than in "battlefield" applications.

V2K weapons are far from being the only example of weapons of this class.
Pulsed microwave bioeffects have recently been publicised that have helped to educate the groups of concerned parents springing up all over Europe, opposing applications for planning permission to site phonemasts on school buildings lest children be affected adversely unintentionally. Any such bioeffect was almost certainly investigated decades earlier by the arms industry, to see what weapons the same bioeffect might potentially be made to cause deliberately, and with greater intensity. The same applies even more for pulsed microwave bioeffects that HAVEN'T been publicised yet.
Dr Caroline Lucas MEP put it like this, in 2004:
"Electro-Magnetic (EM) weapons are one of the newest and most serious military developments in the world today. Enormous secrecy surrounds their development … Unless this development is stopped, we are entering an Orwellian '1984' type scenario, which could potentially permanently transfer enormous power to those in control of the technology. … We regard the unsuccessful attempts in the 70s … to have these weapons controlled by a UN Convention as having been a major missed opportunity, which has now led to a new arms race in this field. We have sought to renew the attempt … to outlaw these weapons and the research that leads to them, primarily that concerning external manipulation of the human central nervous system."

The European Parliament's opinion six years ago was that such weapons should be banned, worldwide. That opinion contrasts starkly with the British government's clearly expressed preference that such weapons should NOT be banned, nor even discussed publicly.
